I build and modernize Oracle systems with AI — Forms, APEX, PL/SQL and the database — and I write everything here in English and Arabic; the other languages are machine-drafted translations. Every guide on this site is run on a real database or checked line by line against Oracle's documentation before it's published.
The goal is simple: make Harby.dev the place Oracle developers, especially in the Middle East, come to learn AI for their stack — and get the tools to do the work.
Experience
- Building Oracle systems in Qatar since 2012: Forms & Reports from 6i to 12c, PL/SQL and Oracle APEX.
- Technical lead on a national government financial platform: upgraded it from Oracle Forms & Reports 6i to 12c and now migrating it to Oracle APEX, with bank and government integrations, performance tuning and security controls.
- Led the migration of an Oracle HRMS from Forms & Reports to Oracle APEX, and delivered ERP, HRMS, WPS payroll and clinic-management systems for clients in Qatar.
- Upgraded a ministry's Oracle Forms & Reports from 10g to 11gR2, including the WebLogic test and production servers.
- Co-founder & CTO of Bawales, Qatar's first digital insurance aggregator (since 2021).
- Winner, Qatar CODECAMP Hackathon 2019. Engineering graduate of the Alexandria Higher Institute of Engineering & Technology.

- A multi-tenant APEX SaaS starter: 34 pages on a VPD-enforced tenant boundary, 793 automated assertions
- A production ORDS 26.3 configuration with a 21-check smoke test
- The Prompt Pack (121 tested Oracle prompts) and the Skills Pack (9 Oracle skills for AI coding tools)
- Free, open-source starters: the Docker 26ai + APEX 26.2 stack and an APEXlang CI/CD pipeline
